California Child Care Alternative Payment Program
(CCCAPP)

Child, Family & Community Services, Inc. California Child Care Alternative Payment Program (CFCS,
CCCAPP) is a subsidized child care program that has been providing services to eligible families who reside in Hayward
area since 1981. This program, also
known as Vendor Program, serves children from infancy through the day before
the child’s 13th birthday.
This program allows parents to select the type of child care which best
meets the needs of the child and family.
Parents may select services from licensed centers, licensed family day
care homes or license exempts. Family
eligibility is based on income and need.
CFCS Inc. CCCAPP administers the following programs:
CalWORKs Stage 2 and
Stage 3 programs
These programs are welfare to work programs. Parents who are
currently receiving cash aid for themselves or have been discontinued from aid
within the 24 months before their enrollment date may qualify for Stage 2
program. CalWORKS
Stage 2 parents remain eligible for Stage 2 until they have been discontinued
from cash aid for 24 months are income eligible and continue to establish child
care need; these parents are then transferred to the Stage 3 program. CalWORKS Stage 3 parents are eligible for
Stage 3 as long as they remain income eligible and continue to establish need
for child care.
Alternative Payment Program
This program is a non-CalWORKs
program. This program is based on income
and need. To enroll in this program,
parents need to sign up on an eligibility list.
