Overview
Child,
Family and Community Services, Inc. is a nonprofit
corporation providing education and family support
services to qualified low-income families living in
Southern Alameda County. The agency began in 1965 as
part of the Office of Economic Opportunity and in
1974 was incorporated to become the provider for the
Head Start Program of southern Alameda County.
The programs of CFCS currently serve more than 3000
families each year throughout the Southern Alameda
County area. The Board of Directors of CFCS has
maintained the original agency mission while
continuing to add funding and programs to expand
services for children, families and communities.
Our Head Start program
Head
Start is a comprehensive school program that
provides education, medical and dental services,
mental health services, nutrition, social services,
full inclusion of young children with disabilities,
and parent involvement services to low-income
children age 3 to 5 and their families. Head Start
also provides full day/full year child care in
centers and child care homes for parents who are
working or in training.
CFCS has been the Head Start provider for southern
Alameda County since 1974. We currently provide
services to more than 1000 families living in San
Lorenzo, San Leandro, Castro Valley, Hayward, Union
City, Newark and Fremont. The Tri-Valley cities of
Livermore, Pleasanton and Dublin are also served by
CFCS through our Delegate Agency program, Community
Association for Preschool Education (C.A.P.E.).

Our Early Head Start program
The
Early Head Start program provides the same type of
programs and services as our Head Start program to
expectant parents and families with infants and
toddlers through age 3.
In 1996, CFCS began providing the Early Head Start
in southern Alameda County. Our program currently
provides services to 125 infants and toddlers
throughout the entire south county area, which
includes the Delegate Agency service area. There are
currently four program partners providing full
day/full year child care for parents who are working
or in school.

Our Burke CAL SAFE program
CAL
SAFE provides expectant and parenting teens aged 13
to 18 with childcare and academic, nursing,
counseling and vocational support services, which
will allow these teens to complete their high school
education, and help them learn to become competent
and caring parents, as well as successful,
contributing members of society. The program’s
overall goals are to enable motivated students to
complete their high school education, to learn to
provide a safe and caring environment for their
young children, to secure gainful employment and
ultimately to become full self-reliant.

Our
California Child Care Program (CCCAP)
Originally funded in 1980 through the State of
California as an Alternative Payment Program, CCCAP
now includes funding from four different program
types. CCCAP provides full day/full year childcare
services to more than 700 eligible children.
Services are offered in daycare centers and
childcare homes for parents who are working or are
in school or training, homeless families, teen
parents, school age children and children with
special needs.

Our Other programs
CFCS is continually searching out new programs and
services as new needs arise in the community. We
have increased our sites and expanded our services
as the population of southern Alameda County has
grown and we will continue to be responsive to the
community we serve.
