Position

Job Purpose:
Child, Family and Community Services, Inc. is seeking a Child Development Specialist to design, implement, manage and evaluate appropriate programs and services based on age appropriateness and assessed needs of children and their families.  Non-Bargaining Unit position.

Essential Duties and Responsibilities:
1.      Design, implement, manage and evaluate appropriate programs and services based on age appropriateness and assessed needs of children and their families
2.      Propose a curriculum to meet the diverse needs of the community served by Head start that incorporates all of the requirements of the Performance Standards
3.      Assess the quality of implementation of the curriculum chosen by the program and recommend training or other strategies for problems identified.
4.      Participate in the development of Program Area Plans that describe how Head Start implements the Performance Standards, including addressing how the chosen curriculum is used to address the Performance Standards.
5.      Assist in the preparation of the annual refunding application and other funding requests, including development of goals, objectives and strategies and in the allocation of funds for child development services.
6.      Provide guidance and direction to all staff on age-appropriate activities for enrolled children.
7.      In coordination with Program Design and Program Operations staff; plan for the inclusion of parents in all aspects of the Head Start Program: child development and education, health, nutrition and mental health, community advocacy and transition.
8.      Identify appropriate resources to improve the skills and knowledge of classroom staff (and family day care homes) and to assure their ability to implement the chosen curriculum.
9.      Review literature, research and other sources of information about current practices in child development and services for pre-kindergarten children for the adaptation to the CFCS Head Start Program.
10.  Conduct monitoring visits to all grantee sites and the delegate to assure that Performance Standards are being implemented and that services are of the highest quality.
11.  Propose strategies to correct any problems identified.
12.  Monitor qualifications of all teaching staff and family childcare providers to assure that they meet all federal and state requirements.
13.  Work closely with the Human Resources Manager to assure that federal and state mandates for the education staff are incorporated into agency requirements.
14.  Propose training and other activities to enhance the capacity of teacher, home visitors, and family childcare providers to implement the chosen curriculum and to make adjustments to meet the needs of children and families.
15.  Assist in providing staff training and development, including consultation, coaching, and mentoring.
16.  Develop written agreements with local education agencies (LEAs) to facilitate the relationships between schools and Head Start families and to identify procedures for transitioning children from Head Start to public school.  Efforts include strategies to make Head Start and elementary school curricula compatible for optimum success of Head Start children.
17.  Convene and facilitate the Child Development Services Advisory Committee for the agency.
18.  Insure that all licensing requirements and regulations are maintained and/or corrected if deficient.
19.  Establish collaborative working relationships with non-Head Start child development service providers working with young children and families.
20.  Coordinate with other community agencies and programs joint training efforts and collaborative partnerships.
21.  Identify community agencies that are interested in developing working relationships, collaborative partnerships, and shared resources, e.g. training, referral, materials, etc.
22.  Identify and develop collaborative working relationships with agencies in which MOUs or Interagency Agreements can be developed.
23.  Identify and recommend consultants to the Executive Director as needed for a particular type of training and/or consultation.
24.  Identify training needs requiring the expertise of independent consultant(s) and provide this written information to the Executive Director.

 Knowledge of:
1.      Administration of Education programs related to early childhood agencies or institutions.
2.      Federal, local and state laws and regulations related to education and the young child.
3.      Developmentally appropriate child development practices.
4.      Diverse populations for curriculum implementation.
5.      Use of administrative computers in the workplace.

Ability to:
1.      Interact with the Program Design Manager, staff, community members, parents, independent contractors, vendors, and federal, local and state agencies.
2.      Implement Educational programs for the agency.
3.      Maintain a high degree of sensitivity of children, parents, staff and community members.
4.      Read and interpret documents such as regulations, legal, and technical reports.
5.      Write and understand technical reports.
6.      Speak effectively with staff, community agencies, federal, state, and local agencies about the Educational programs of the agency.
7.      Understand, calculate and solve problems and deal with a variety of variables in situations where only limited information exists.
8.      Interpret a variety of instructions furnished in written, oral, diagram, schedule, data and forms.

Education:
1.      B.A. Degree in Early Childhood Development, early childhood education, public health nursing/education, developmental psychology, human development, child and adolescent development, integrated services, business administration, social welfare, family services or related field.  M.A. Degree preferred.
2.      Must be able to develop and implement training.
3.      Must be able to mentor, model, train and coach.
4.      Must be computer and technologically proficient.

Experience:
1.      A minimum of five (5) years of successful work experience in a community based program serving young children (birth-5 years) and their families.
2.      Experience in Head Start and knowledge of Head Start Performance Standards is essential.
3.      Proven ability to work effectively with program staff in designing, implementing, managing and evaluating appropriate programs and services based on age appropriateness and assessed needs of children and their families.
4.      Excellent writing, communication, training and interpersonal skills are priority for this position.

Senior Accountant

Job Purpose:
The Senior Accountant assists the Fiscal Director to monitor and analyze the agency's fiscal department and provide the accounting, budgeting, financial reports and all fiscal responsibility for the agency. The Senior Accountant is required to have the knowledge, analytical skills and experience to provide assistance in establishing, maintaining and meeting the goals for overall program accounting, budgeting and financial reporting policies and procedures.

Duties and Responsibilities:
1. Assist the Fiscal Director with the development and evaluation of financial control programs and procedures.
2. Assure the accurate and consistent recording and reporting of financial data.
3. Assure the proper maintenance of control systems to safeguard program assets and to assist the Fiscal Director in monitoring accounting operations.
4. Assist with monthly reports on expenditures and comparison of performance with operating plan and standards of the Board of Directors and other appropriate policy groups and committees and grantees.
5. Ensure all expenditures are entered in the correct expense and control changes to the Chart of Accounts.
6. Assist the Fiscal Director, through data and process review and analysis, in establishing, maintaining and updating of policies and procedures.
7. Assist with the preparation of schedules and various reports to assist the independent auditor as necessary.
8. Assist in the resolution of audit exceptions and the implementation of auditors recommendations.
9. Monitor fiscal requirements for the Child Care Food Program.
10. Oversee the performance of the monthly bank reconciliation(s).
11. Prepare In-Kind summary report.
12. Assist in monitoring the Delegate Agency financial management.
13. Perform analysis of operations, fiscal process and other data to ensure they are being performed in an effective and efficient manner.

Knowledge of:
1. Accounting practices and procedures in accordance with generally accepted accounting procedures in non-profit agencies.
2. Computer software applications (Microsoft) and accounting data tracking software.
3. Financial analysis and record keeping techniques.
4. Oral and written communication skills.

Ability to:
1. Plan, implement and disseminate fiscal information, as appropriate.
2. Practice independent judgment if necessary.
3. Work as a team player.
4. Set as a role model to other fiscal staff.
5. Perform analysis and studies of operations and fiscal process and assess their compliance and effectiveness and make appropriate recommendations.

Highly Desirable:
SAGE/MIP experience
Head Start experience

Education:
B.A. Degree in accounting or related field.  CPA desirable.
Computer proficient with specialized training in fiscal operations and data management.

Experience:
Three (3) years experience in fiscal operations. Minimum one (1) year experience in supervising personnel and management of all facets of accounting system.
Experience in non-profit accounting.
Experience with diverse staff and families.

Head Start Teacher Assistant (Work with children 3 - 5 years of age.)

Job Purpose:

Minimum Qualifications:
·  High School Diploma or GED (Minimum 18 years of age).
·  Minimum of 12 semester units in Early Childhood Development core courses or in process of completing units (Core courses include; child/human growth and development, child/family/community, and programs/curriculum).
·  Child Development Associate Credential and enrolled in an A.A. Degree program in Early Childhood Development.
·  Previous work experience working with children and families.  Knowledge of Early Childhood practices and techniques.

Summary of Job Responsibilities:
