The Board of Directors is comprised of 11-15 members who are responsible for governance of CFCS. Board members come from widely diverse backgrounds within the community.  They bring with them a wealth of varied expertise, giving the Board a broad perspective in providing direction to our agency and overseeing our programs. 
 
When a Board seat is vacant, prospective Board members may be recommended by others or may apply on their own.  A Review Board interviews candidates and makes recommendations to the full Board regarding their appointment.
 
Board members serve a maximum of 7 years and may serve on one of several standing committees.  The Board meets monthly, as do the committees for Finance, Personnel and Community Relations & Membership.  Ad Hoc committees may be created and meet as needed for a specific purpose.
 
Among the Board’s responsibilities are the hiring and/or termination of the Chief Executive Officer.
The Policy Council shares decision-making authority with the Board of Directors.  The Policy Council consists of 21 members including community representatives, parents currently participating in our programs, a Board of Directors representative and a delegate agency representative.  At least 51% of the Policy Council’s membership must be parents currently participating in our programs; many others are past parents.   Policy Council members are elected at the first Parent Meeting in the Fall of each school year.  The maximum length of time for an individual to serve on the Policy Council is 3 years. 
 
The Policy Council is responsible for approving the submission of Head Start grants, the budget portion of parent activities, hiring and termination of staff (other than the Chief Executive Officer) and program options and proposed policies relating to programs.
